Dormant means live but not actively or visibly growing. Trees, shrubs, and perennial plants are dormant in the winter--and they need this period of dormancy. We don't fertilize or prune them in the fall to allow them to go dormant. We do prune trees and shrubs and divide perennials in late winter or early spring while they are still dormant but about to start growing again.
