1.) Colorado Office of Economic Development and International Trade (OEDIT)

OEDIT provides a wide variety of services as well as sources of information and further assistance geared toward economic development and small business growth.  Their presumed ingredients to successful economic growth and development are “integration, communication, culture, policy and strategy that leverage all resources supporting industry, academia and the financial community – resources that the private sector cannot marshal on its own.”  The go further to say that Colorado is approaching a time of historic growth and they feel the need to “redefine how economic development is accomplished.”

3.) The Greater Colorado Springs Economic Development Corporation

      This site offers a wide variety of services and contacts to aid in the process of business and economic development in the greater Colorado Springs area.  They are committed to working with business owners and citizens to enhance business and employee quality of life.

The Greater Colorado Springs Economic Development Corporation works with primary employers that sell 50% or more of their good or services outside of the community.  Services offered focus primarily on relocation and expansion and include: site selection, availability of buildings, site visits, arrange meetings with city officials, and preparation of incentive analysis to determine any benefits a firm may qualify for.  All services are free of charge.  An individual or company interested in seeking assistance form this corporation may contact them using any of the above information, there is no official qualifying process.

4.) Northern Colorado Economic Development Corporation (NCEDC)

NCEDC is non-profit organization funded by businesses in the region as well as government entities.  Public and private dollars are combined “to strengthen existing employers, support expansion projects, provide critical research for decision-making, and recruit new employers who create primary jobs, invest capital, and add vitality to the economy.”  The NCEDC also “links businesses to a full range of support, development, referral and resource services.”  They provide information regarding a wide variety of business development issues including economic and demographic data, business climates, and relocation help.

The operating name of the entity is Mesa Verde Country Economic Development, the office functions as a department of the city, but services all of Montezuma County.  Their services primarily consist of consultation and facilitation.  No loan or grant funds are available, but they will assist in locating such funding.  These services are free of charge, and the best way to get assistance is to contact the organization using any of the above information (phone, e-mail, or in-person).

PEDCO is a non-profit organization “dedicated to the promotion of the Pueblo area to businesses and industries considering a new location or expansion.”  Information is available regarding a variety of business incentives, employment opportunities, site selection, and the community itself.

PEDCO is a primary resource available to those interested in the Pueblo region.  They offer a wide variety of services including consultation and facilitation.  They facilitate the process of applying for available cash and tax incentives.  To get assistance from PEDCO, businesses must be a primary employer; however there are no restrictions on size.  There are no fees associated with any services offered, and the best way to get in contact with them is to call the phone number above.

8.) Montrose Economic Development Corporation (MEDCO)

9.) Delta Area Development Inc. (DADI)

DADI is “a one-stop resource for economic development contacts, demographics, economic and related information about Delta County.”  They assist with business expansion and development as well as work closely with community members to aid in location searches.

In regards to this organization, Executive Director, Deana Sheriff, sent this information via e-mail on August 9, 2005:

 

 We offer all kinds of services to businesses looking to relocate or expand to our area. We work with existing business as well as start-ups to assist them with just about anything they need. Specifically, we assist with site location, planning and permitting (where necessary), legal and political issues, utility and infrastructure assistance, determination of funding sources, notification of government contracts, tax and government advantages available for locating/expanding here, and in some cases, actual incentives for job creation. We do not assist with incentivising unless there are new jobs involved. As a very small office in a small community, we do just about everything to assist business in our area.

 

We work on a gratis-confidential basis. We do not charge "up front" for any of our services, because we believe it is our job to create new jobs in the area, and we do not want to put any criteria on the assistance we provide. We do ask that the company become an "Investor" with DADI, and help support the strengthening of the overall economy. To date, we have been quite successful in providing the service first, and requesting membership later.

 

In some cases, when incentives are provided (either cash or tax rebates), we are asked by Delta County to enter into a 3-year contract with the receiving company. The company is also asked to become an investor at the same time. The purpose of this is to aid these companies with their expansions/relocations, and help them continue to be a viable business within the area. Being an investor gives me the "excuse" to call on these businesses and make sure their needs are being met.”

10.) Grand Junction Economic Partnership (GJEP)

11). Western Colorado Economic Alliance

“The Western Colorado Economic Alliance reflects an importantand growingnational trend of regional economic organizations. We formed in 2000 to generate economic development leads that are a good fit for Western Colorado communities and promote a unique pro-business image for the area. We are a non-profit organization and work together to promote the entire area. EDAP services include an Enterprise Zone Program offering incentives to companies expanding in economically distressed areas, as well as revolving loan funding, grant opportunities, and data reporting.  Administrative, application, and loan closing fees do apply in certain instances.  Many services such as meeting with employers, development of incentive packages and impact analysis, review state tax credits, and provide real estate and community information, are free of charge.  The best way to get assistance is to contact the office via the phone and e-mail information above.

Aquila is a gas and electric, investor-owned utility, servicing primarily south-east Colorado, and the Front Range south of Denver.  They retail to both residential and business sites.  There economic efforts consist of working closely with local economic development agencies (i.e. PEDCO) and providing funding assistance for various business development projects.  As they do not directly coordinate economic development activities, direct assistance must be requested through other agencies.  However, Aquila will provide information regarding available programs and corresponding economic development agencies.

22.) Longmont Community Development Block Grant

“The United States Congress established the Community Development Block Grant (CDBG) Program with the passage of the Housing and Community Development Act of 1974. Since then, the CDBG Program has proven very popular and has been continually reauthorized. The Program is administered by the U.S. Department of Housing and Urban Development (HUD). Popularity of the CDBG Program can be attributed to its unique approach in working with local governments. Rather than require localities to apply for separate federal grants, one application is now submitted that can conceivably cover a variety of locally identified community development and housing needs.”

27). NRCS Resource Development and Conservation Program

“The purpose of the Resource Conservation and Development (RC&D) program is to accelerate the conservation, development and utilization of natural resources, improve the general level of economic activity, and to enhance the environment and standard of living in designated RC&D areas. It improves the capability of State, tribal and local units of government and local nonprofit organizations in rural areas to plan, develop and carry out programs for resource conservation and development. The program also establishes or improves coordination systems in rural areas. Current program objectives focus on improvement of quality of life achieved through natural resources conservation and community development which leads to sustainable communities, prudent use (development), and the management and conservation of natural resources. RC&D areas are locally sponsored areas designated by the Secretary of Agriculture for RC&D technical and financial assistance program funds.”

Comments:

RC&D is a federal program that works with designated RC&D areas.  They don’t directly work with individual businesses, however, local RC&D councils do.  Description of assistance offered:  RC&D Program funds are targeted toward RC&D Areas which apply and compete for designation.  Once designated, the RC&D Area is led by an RC&D Council.  The Council forms a strong network of community leaders that responds to conservation needs of individuals, Tribes and communities across the country.  RC&D program funds support planning, technical assistance, and management by a federal employee who provides strong interface between federal agencies and the RC&D Council. Project funds and Council staff come from sources outside of the program.”

28.) Colorado State University Center for Entrepreneurship

The mission of this center is to promote new venture development at CSU, create great learning opportunities for entrepreneurs, and build strong bridges to the venture  community.  They do this by:

 -Funding travel costs for CSU business plan teams

This center is an extension service of Utah State University.  They provide an abundance information regarding rural development as well as links to additional agencies.  They also host frequent events regarding rural development.

Action 22 builds coalitions in support of its efforts and works to shape policies for the future of Southern Colorado.  The organization represents a 36,530 sq. mile area (35% of the state) consisting of 850,000 citizens, 19.5% of the state’s population ranging from the San Luis Valley to the Kansas state line.  The most effective means of affecting legislation is by grassroots advocacy efforts by our members.  Action 22's mission is to serve as a leader for cohesive action to affect change.”

31.) National Heritage Areas

“A ‘National Heritage Area’ is a place designated by the United States Congress where natural, cultural, historic and recreational resources combine to form a cohesive, nationally distinctive landscape arising from patterns of human activity shaped by geography. These patterns make National Heritage Areas representative of the national experience through the physical features that remain and the traditions that have evolved in the areas. Continued use of the National Heritage Areas by people whose traditions helped to shape the landscapes enhances their significance.

National Heritage Areas are a strategy that encourages residents, government agencies, non-profit groups and private partners to collaboratively plan and implement programs and projects that recognize, preserve and celebrate many of America's defining landscapes. The heritage areas seek short and long-term solutions to their conservation and development challenges by fostering relationships among regional stakeholders and encouraging them to work collaboratively to achieve shared goals.”

Comments:

I recently learned of this program at the Colorado Food and Agriculture Policy Council Statewide Meeting, and even though it does not directly apply to economic development, at has important economic consequences for rural areas.  It essentially uses federal dollars to restore the ecological state of private lands, while allowing for additional services such as agritourism to be offered.  This is a new concept to the many people I have talked with, and may be a future topic of economic research.
